China Tightens AI Controls, Restricts Researchers' Travel and Deploys State‑Backed Agent

China's official news agency Xinhua is launching a state‑backed artificial‑intelligence platform called “Xinhua Yudian.” The platform is designed to embed Communist Party ideology in AI outputs, offering tools such as "Q&A on Xi’s Words" and a "Xi Study Guide" for journalists, party cadres and the public. Analysts warn the system could compel private AI firms to conform to party standards, potentially stifling innovation and enabling the regime to conceal human‑rights abuses.

At the same time, Beijing has extended strict passport controls to leading AI researchers at private firms such as Alibaba and DeepSeek. Employees must surrender their passports and obtain government approval before travelling abroad, a requirement previously applied only to nuclear scientists and senior state‑owned executives. The policy has halted overseas travel for AI founders and forced the reversal of a $2 billion acquisition of a Chinese AI startup by Meta, illustrating the regime’s heightened security calculus over technology leakage.
