Since late May 2026 Beijing has layered tighter controls over its AI sector, talent mobility and foreign investment. In late June the State Council unveiled a 15‑year Agricultural and Rural Modernisation plan that makes AI a core pillar of the countryside strategy, setting targets for AI‑driven farming, cold‑chain logistics and greener production by 2030. On 1 July China introduced new national‑security controls on outbound investments and talent flows, broadening review of capital, skilled personnel and services in strategic sectors such as AI, semiconductors and green technologies. The same day municipal authorities announced a five‑year AI research plan to 2028, calling for autonomous labs that combine AI, robotics and high‑performance equipment across materials science, health, quantum technology and bio‑engineering. By mid‑July the international fallout of China’s AI expansion was evident, with scholars warning of macro‑economic shocks. On 20 July the State Council Information Office highlighted an “open, win‑win” AI model, noting that open‑source large‑model downloads have exceeded 10 billion worldwide and that a domestic model has spawned more than 170 000 derivatives. The government launched an “AI+ International Cooperation Initiative” and projected the AI sector to surpass 12 trillion yuan by 2025.
