China Tightens Controls on Citizens' Overseas Wealth Transfers

China has closed the channels that allowed individuals to place savings abroad, marking a sharp shift from the previous tolerance of capital outflows. The new measures, slated to take effect on 1 July, restrict Chinese citizens from buying foreign stocks, real‑estate, and insurance policies, and limit unauthorised transfers of data, technology and talent overseas. The policy follows a record $1 trillion capital flight last year and is presented as a way to retain capital, technology and skilled workers within the country.

The restrictions are expected to reduce diversification options for private investors, increase concentration on domestic assets and could erode confidence among both local and foreign businesses operating in China. Analysts note that while retaining capital may boost short‑term domestic liquidity, it may also hamper innovation and the flow of foreign investment into Chinese markets.
