China unveils 15th Five-Year Plan for electronic information manufacturing
China has unveiled its development plan for the electronic information manufacturing sector for the 15th Five-Year Plan period (2026–2030). Jointly released by the Ministry of Industry and Information Technology and the National Development and Reform Commission, the plan aims to establish the industry as a cornerstone of the global industrial landscape.
The roadmap sets a target for industrial enterprises with annual revenues of at least 20 million yuan to achieve total combined revenues exceeding 30 trillion yuan by 2030. To support this growth, the government has mandated an R&D investment intensity of 3.5% for the sector.
Key strategic priorities include advancing capabilities in integrated circuits, high-performance computing, consumer electronics, and energy electronics. The plan emphasizes technological breakthroughs in advanced manufacturing processes, high-end mobile phone chips, and high-performance PC chips. Additionally, the initiative seeks to strengthen the domestic ecosystem by promoting indigenous operating systems and enhancing the supply of electronic components, materials, and specialized equipment.
