China digital and electronic manufacturing development plans

China has introduced strategic development plans for the 2026–2030 period focusing on digital infrastructure and high-tech manufacturing.

In the agricultural sector, a joint initiative by the Cyberspace Administration of China, the Ministry of Agriculture and Rural Affairs, and the Ministry of Industry and Information Technology aims to advance digital village development. The plan targets increasing rural internet penetration from 69.5 percent in 2025 to 75 percent by 2030, while expanding smart agriculture, e-commerce, and digital services such as healthcare and education.

Simultaneously, the Ministry of Industry and Information Technology and the National Development and Reform Commission unveiled a plan for the electronic information manufacturing sector. This roadmap seeks to establish the industry as a global cornerstone, targeting combined revenues exceeding 30 trillion yuan for large enterprises by 2030. The strategy mandates a 3.5 percent R&D investment intensity and prioritizes breakthroughs in integrated circuits, high-performance computing, and advanced manufacturing processes to strengthen the domestic ecosystem.
