China unveils five-year plan to boost biomedical innovation

China has unveiled a new five-year plan, spanning 2026 to 2030, aimed at transforming its pharmaceutical industry into a strategic global powerhouse. Released jointly by ten government agencies, including the Ministry of Industry and Information Technology, the plan focuses on advancing biomedical research, development, and application.

Key objectives include ensuring that China-developed ‘first-in-class’ drugs account for at least 25% of the global total by 2030. The innovative drug sector is projected to grow at an average annual rate of at least 20%. Additionally, the plan targets the development of at least five Chinese drugs with annual global sales exceeding one billion dollars.

Economic targets set within the plan include driving total revenues for major pharmaceutical companies to at least 3.5 trillion yuan by 2030. The government also aims to increase the number of companies with annual revenues exceeding 10 billion yuan to 50. To support this growth, the plan encourages increasing average annual R&D investment for listed pharmaceutical companies to over 10% and seeks to approve more than 200 innovative medical devices. The strategy emphasizes cutting-edge technologies such as gene editing, cell therapies, and the application of artificial intelligence in drug discovery.
