A primary objective is for ‘first-in-class’ drugs to account for more than 25% of the global market by 2030. The roadmap also seeks to develop at least five Chinese drugs with annual global sales exceeding one billion dollars and drive total revenues for major pharmaceutical companies to at least 3.5 trillion yuan.

The strategy emphasizes high-tech fields such as gene editing, cell therapies, regenerative medicine, and artificial intelligence in drug discovery. To support this, the plan mandates that average R&D investment for listed pharmaceutical companies must exceed 10% of their revenue and seeks to approve more than 200 innovative medical devices.

Additionally, the industry is transitioning toward a high-quality development model focused on health outcomes and original innovation. This includes growth in the medicine and food homology sector, which is projected to exceed RMB 450 billion, driven by shifting consumer demand toward proactive wellness among Generation Z and the ‘new silver generation’.
