China's Xi Calls for Global AI Cooperation and Training Programs
Chinese President Xi Jinping addressed the World Artificial Intelligence Conference in Shanghai, urging that artificial intelligence should not be dominated by a single country. He described AI development as a “symphony of international cooperation,” calling for a people‑centred approach, laws, monitoring, early‑warning systems and human oversight.
Xi announced that China will provide 5,000 AI training slots for developing nations over the next five years and will help 30 countries access a Chinese AI weather‑prediction system with early‑alert capabilities. He also highlighted the signing of an agreement by 29 nations to create the World AI Cooperation Organization (WAICO), headquartered in Shanghai, with members including Russia, Indonesia and Kazakhstan.
The speech positioned China’s open‑source AI models as an alternative to U.S. offerings and criticized recent U.S. technology restrictions, framing them as a risk of “new historical injustices.” The UN Secretary‑General also called for inclusive AI governance at the same event.
