China's State Council Unveils 15‑Year Agricultural Modernization Plan

The State Council has issued the "Accelerating Agricultural and Rural Modernisation '15‑Year' Plan," outlining objectives and policies for the fifteenth five‑year period. The plan emphasizes the centrality of agriculture and rural development to China's broader modernisation, guided by Xi Jinping Thought and the party's commitment to the "three‑rural" issues.

Key targets include solidifying food‑security foundations, boosting agricultural quality, efficiency and competitiveness, and maintaining poverty‑alleviation gains. By 2030, the plan aims for a modernised agricultural sector, rapid growth in farmer incomes, greener production methods, and the creation of attractive, livable rural communities. It also sets out seven major tasks—ranging from enhancing production capacity and technology, preventing large‑scale return to poverty, expanding green farming, to improving rural infrastructure and public services.

The document calls for high‑standard farmland, AI‑driven agriculture, cold‑chain logistics, and new industrial projects, while establishing mechanisms to monitor and prevent widespread poverty relapse. Implementation will be supported by strengthened policy efficiency, investment mechanisms, and talent development in rural areas.
