CISL pushes for regional affordable‑housing plan in Emilia‑Romagna

More than 220 people attended the CISL general council in Carpi on 8 July, where leader Rosamaria Papaleo urged a political solution to the housing crisis affecting the middle class. She called for a territorial strategy that coordinates institutions, unions, owners, firms and builders, rather than isolated municipal emergencies.

CISL proposed a task force to map unused public assets, create genuine social housing (ERS) and tap into the national housing plan. Regional minister Giovanni Paglia announced a €300 million programme to recover 3 500 blocked public housing units and rent them at moderated rates. The first 1 100 families are expected to receive such housing from the autumn.

Representatives from SICET, Asppi and Confapi highlighted the need to embed the right to housing in the Constitution, reform the rental tax system and protect owners, while stressing that the current plan lacks sufficient funds and overlooks construction costs. The union framed affordable housing as a cornerstone of the national social pact and called for innovative territorial agreements similar to those in Modena.
