Italy 2026: climate resilience, SME aid & regional projects
Entities: Piedmont region · Lake Nemi · Fucino plain · Doppia transizione voucher · Dissesto 2024 fund
Overview
Regional authorities kept widening welfare and climate‑resilience programmes. BVR Banca Veneto set aside €30 million in fee‑free loans for firms and households hit by extreme weather; the Five Star Movement added €300 k for landslide victims in Niscemi. Grant schemes for agriculture and culture were expanded – chestnut‑orchard, beekeeping, farm‑damage funds and a €500 million EU flood‑compensation package in Emilia‑Romagna that also funds mountain‑zone jobs and music venues. Rome’s “Il Grande Freddo” offered free air‑conditioned cinema and library access during the July heatwave, and the Integrated Autoimpiego Plan provided non‑repayable start‑up grants (excluding primary sector) and a €100 million training package.
Lombardy broadened its budget with €1.4 million for aquaculture, a €4.46 million double‑transition voucher for SME digital/ecological upgrades, and €52.37 million added to the Dissesto fund for hydro‑geological risk mitigation and climate‑adaptation works. It also funded cultural initiatives, sediment removal in the Seveso torrent, school psychological support (€3.74 million), and €674 k for humanitarian aid, while maintaining lake‑restoration projects and a €1 million contribution to the 2027 Alpini gathering.
Legambiente reported that Lakes Nemi and Albano lost 43 cm and 34 cm respectively over four months, amounting to about 600 million litres and 2.2 billion litres of water, and noted cyanobacterial blooms. Protesters on 29 July opposed a €1 million cement‑based tourist development and an “open‑air gym” plan for the lake shore.
Piedmont pledged nearly €300 million for high‑altitude development, including €9.3 million for mountain unions in 2026, €108 million directly to unions, and funds for forest management, biodiversity and mountain‑school services. Abruzzo’s communes of the Fucino plain called for a permanent road‑maintenance fund and the refurbishment of the Avezzano–San Benedetto dei Marsi provincial road.
