City of Windhoek introduces heavy vehicle permit system

The City of Windhoek is implementing a new Heavy Vehicle Access and Permit System starting 1 September to regulate truck movement. The initiative aims to address road deterioration, rising maintenance costs, traffic congestion, safety risks, noise, and emissions.

Under the new regulations, transit freight vehicles passing through the city without a legitimate business requirement, such as delivery or collection, must use the Windhoek Bypass Road. Heavy vehicles requiring travel beyond designated urban routes must obtain a permit. While access to industrial areas remains permitted, drivers must strictly adhere to approved routes and comply with all conditions.

A one-month transition period will run through September, with strict enforcement and fines beginning on 1 October. To monitor compliance, the city will utilize traffic law-enforcement cameras at strategic entry and exit points, supplemented by ad-hoc roadside checks by the City Police.

For the 2026/27 financial year, a non-refundable permit application fee of N$600 is required. Once approved, operators will pay monthly fees based on the vehicle’s Gross Vehicle Mass (GVM). Fees range from N$120 for vehicles between 9 and 15 tonnes to higher rates for heavier vehicles.
