Ciudad Juárez Mayor Héctor Ortiz Orpinel Details Continuity of Development Projects and Coparmex Partnership

Mayor Héctor Rafael Ortiz Orpinel said his administration will keep the course set by the 2021 Municipal Development Plan, maintaining all public works, social programs and strategic projects without deviation. He highlighted the city’s security improvements, noting that Ciudad Juárez moved out of the list of the world’s 25 most violent cities, now operates about 3,000 surveillance cameras and recorded the lowest homicide count in 13 years during July.

The municipal budget has risen from roughly 5.9 billion pesos in 2021 to over 10.8 billion pesos this year, achieved without incurring new public debt, allowing increased investment in infrastructure, education, sports facilities and public works. Ortiz Orpinel emphasized ongoing projects such as new electrical substations to secure energy supply for industrial growth and other initiatives aimed at enhancing competitiveness.

In meetings with the local branch of the Confederación Patronal de la República Mexicana (Coparmex), the mayor reaffirmed a collaborative approach, seeking input from the business community while stressing transparency. Coparmex clarified that the proposed Economic Development Center is not a government gift; any future participation would require payment of rent and adherence to public‑contracting rules. Both sides agreed to continue coordination to boost the city’s economic development and public safety.
