Mayor Héctor Ortiz Defends Legal Street‑Sweeping Contract in Ciudad Juárez

The municipal government of Ciudad Juárez reported that eight mechanical street sweepers covered 297,884 kilometres, removed more than 20,000 tonnes of debris and serviced 142 streets and avenues between April 2022 and August 2024. Director of cleaning services Gibrán Solís Kanahan explained that the service is paid per kilometre and includes operators, salaries, fuel, maintenance, brushes and other consumables.

Mayor Héctor Ortiz Orpinel rejected claims that the arrangement was a simple equipment lease. He said the city awarded an integrated cleaning service through a public tender that complied with the law, responding to accusations made by former mayors Ramón Galindo and Gustavo Elizondo. Ortiz noted that the 2022 municipal budget was about 6 billion pesos, while the current budget exceeds 10.9 billion pesos, allowing the city to consider purchasing its own sweepers in the future.
