Climate leaders call for decisive action and finance at COP31

As world leaders prepare for the 31st annual United Nations Climate Change Conference (COP31), religious and development organizations are urging a shift from symbolic pledges to concrete implementation. The U.S. Conference of Catholic Bishops (USCCB) and Catholic Relief Services (CRS) have issued a call for decisive action to protect vulnerable communities from extreme weather, rising seas, and biodiversity loss.

The USCCB and CRS are advocating for climate finance that prioritizes grants over loans to prevent increasing debt in poor nations. They also urge negotiators to establish clear metrics for the Global Goal on Adaptation and to finalize a “just transition” mechanism to support developing countries as they move away from fossil fuels.

Observers note that the climate field often produces declarations and roadmaps that lack the speed required to address escalating risks. The upcoming negotiations in Antalya, Türkiye, are expected to test whether the gap between climate pledges and actual delivery can be closed, particularly regarding the goal to triple adaptation finance by 2035.
