Cláudio Castro accused of receiving luxury benefits to favor Refit refinery

The Brazilian Federal Police (PF) have released a report alleging that former Rio de Janeiro Governor Cláudio Castro received various undue advantages in exchange for facilitating state actions for the Refit refinery. The investigation, part of the second phase of Operação Sem Refino, suggests that environmental licenses were granted in violation of technical guidelines to benefit the company.

Alleged benefits include R$ 10,500 in caviar, the payment of rent for Castro's residence in Barra da Tijuca, and the use of a mansion in Petrópolis featuring a custom-built wine cellar valued at R$ 245,000. Investigators claim a criminal organization, allegedly led by businessman Ricardo Magro, used shell companies and 'laranjas' to launder money and cover Castro's personal expenses.

Supreme Court Minister Alexandre de Moraes lifted the secrecy of the investigation and authorized 16 search and seizure warrants. Meanwhile, the Public Ministry of Rio de Janeiro (MPRJ) has decreed the bankruptcy of the companies within the Refit group, noting that the group's tax debt rose from R$ 5 billion to approximately R$ 25.7 billion during its judicial recovery period. Castro's defense denies all allegations of illegal acts or money laundering.
