Cluster munition casualties more than triple in 2025
The Cluster Munition Coalition's 'Cluster Munition Monitor 2026' report reveals a sharp rise in casualties caused by cluster munitions. In 2025, at least 1,063 people were killed or injured globally, a figure that more than tripled compared to the previous year.
Ukraine remains the most heavily affected region, with at least 927 casualties reported. The report notes that civilians accounted for 87 percent of recorded casualties. New casualties were also documented in Afghanistan, Cambodia, Iraq, Laos, Lebanon, Myanmar, Russia, and Syria.
The report highlights ongoing challenges to the Convention on Cluster Munitions, noting that Lithuania became the first member state to officially withdraw from the treaty in March 2025. Additionally, the report cites evidence of new cluster munition production in Russia and the supply of munitions from North Korea to Russia for use in Ukraine. Both Russia and Ukraine have been identified as users of these weapons during the ongoing conflict.
