Global cluster munition casualty trends
Overview
The Cluster Munition Monitor 2026 report indicates a significant global increase in casualties caused by cluster munitions, with at least 1,063 people killed or injured in 2025—a figure more than triple that of the previous year. Civilians accounted for 87 percent of these recorded casualties.
Ukraine remains the most heavily affected region, reporting at least 927 casualties. The report also notes the withdrawal of Lithuania from the Convention on Cluster Munitions in March 2025, alongside evidence of new production in Russia and supplies from North Korea to Russia.
While Ukraine sees active use, Syria recorded the highest number of casualties specifically caused by cluster munition remnants in a single country. Of the 117 global cases resulting from remnants, 68 occurred in Syria, representing approximately 58 percent of the world total. Although no new use of these weapons has been recorded in Syria since December 2024, the legacy of conflict from 2012 to 2024 continues to threaten civilians. Survivors in rural Syria face significant barriers to rehabilitation due to high costs, administrative restrictions, and limited investment in victim assistance.
