Romania to implement new road taxation system in October 2026
Starting October 1, 2026, Romania will implement a new road taxation system based on the “polluter pays” principle. For passenger cars and vehicles under 3.5 tons, the vignette cost will be determined by the vehicle's EURO emission class. Electric vehicles and Euro VI models will pay the lowest rates, while Euro III or older vehicles will face significantly higher costs. For example, a 30-day vignette for Euro VI vehicles is set at 48 lei, compared to 62 lei for Euro III models.
Heavy goods vehicles exceeding 3.5 tons will transition to the TollRo system, where charges are calculated based on the distance traveled and emission levels. This replaces the current fixed vignette for large trucks. Additionally, several specific bridge tolls, including those at Fetești-Cernavodă and Giurgiu-Ruse, will be eliminated as separate payments and integrated into the broader road tax framework.
However, the National Company for Road Infrastructure Administration (CNAIR) has requested a postponement of the TollRo application until April 1, 2027, citing technical issues and the need for further testing. CNAIR noted that without a parliamentary decision, freight transport could face an application vacuum starting in October.
