CNJ and Central Bank to create tracking system for precatórios

The National Council of Justice (CNJ) and the Central Bank of Brazil have signed a joint ordinance to create a national system for registering and tracking the transfer of 'precatórios' (court-ordered government debt payments).

A working group, composed of four representatives from each institution, will be responsible for developing the rules, technology, and procedures for a National Center for the Assignment of Precatório Credits. This electronic registry aims to create a traceable chain of custody for these credits as they are transferred between holders, reducing risks such as duplicate registrations, documentary fragility, and payment insecurity.

CNJ President Edson Fachin stated that the initiative does not aim to restrict the circulation of these credits but rather to ensure transparency, legal certainty, and traceability. The measure is intended to prevent the use of these judicial credits to cover up crimes and to protect creditors, particularly those in vulnerable situations. The system will integrate with court systems, notary offices, and registration entities to monitor the entire negotiation chain.
