Brazil judicial and registry system modernization

Overview

Brazil is implementing new electronic systems to enhance the transparency and efficiency of judicial processes and asset management.

In mid-August, the National Council of Justice (CNJ) and the Central Bank signed an ordinance to establish a national tracking system for ‘precatórios’ (court-ordered government debt payments). This involves a joint working group tasked with creating a National Center for the Assignment of Precatório Credits to ensure a traceable chain of custody.

By late August 2026, the Constri-Jud system became a mandatory, unified digital platform to centralize judicial orders for the seizure, arrest, and sequestration of real estate. Developed by the National Operator of the Electronic Real Estate Registry System (ONR), it replaces a fragmented model used by over 90 courts. The platform aims to reduce the time gap between judicial decisions and property restriction registrations, increasing security for buyers and financiers. This follows a period of rising demand, with registries processing approximately 296,000 property seizures between 2020 and 2025, peaking at 52,200 cases in 2024.

Additionally, the CNJ has introduced the National Judiciary Audit System (Sinapjud) via Provision 254/2026. This automated tool is designed to identify judicial processes that have remained without a decision for more than 120 days. Utilizing data from the DataLake/Codex national database, the system will undergo a pilot phase before a nationwide rollout expected within 180 days. The initiative seeks to combat significant delays, as CNJ data from June indicated that pending processes lasted an average of 1,263 days.
