Coahuila officials challenge Nuevo León's proposed tourist vehicle pass

Officials in Coahuila are expressing concern over a proposed “Pase Turístico” (Tourist Pass) in Nuevo León, which would require vehicles with out-of-state license plates to obtain a permit. Coahuila Governor Manolo Jiménez Salinas has questioned the constitutionality of the measure, citing the right to free movement.

Leaders argue the requirement could disrupt the intense daily mobility between Coahuila and the Monterrey metropolitan area. Saltillo Mayor Javier Díaz González warned that the pass could harm economic competitiveness and impact thousands of people who travel across state lines for work, education, medical services, and commerce.

Specific concerns were raised regarding the flow of suppliers and workers between Saltillo, Ramos Arizpe, and Monterrey, as well as citizens from Coahuila who use Nuevo León's highways to access the Monterrey International Airport. Critics suggest the measure may serve a primarily revenue-generating purpose rather than a purely touristic one.
