Regional opposition grows to Nuevo León tourist vehicle pass

Overview

The state of Nuevo León announced the implementation of a mandatory, free ‘Pase Turístico’ (Tourist Pass) for vehicles with foreign or out-of-state license plates, scheduled to begin on October 21, 2026. While intended to enhance road safety and administrative control, the measure has faced widespread regional opposition.

In Coahuila, Governor Manolo Jiménez Salinas has questioned the constitutionality of the requirement regarding the right to free movement. Saltillo Mayor Javier Díaz González warned of disruptions to mobility for work, education, and medical services, while the business group Canacintra Coahuila Sureste expressed concerns that the pass could lead to increased extortion by police officers and disrupt commercial exchange.

In Tamaulipas, officials have also rejected the proposal. Mayor Carmen Lilia Canturosas Villarreal of Nuevo Laredo argued that roads should remain free, and Humberto Armando Prieto Herrera, President of the Tamaulipas State Congress, suggested the state may consider reciprocal requirements for drivers from Nuevo León in response.

Within Nuevo León, the municipalities of San Nicolás and Escobedo have stated they will not enforce the requirement or restrict the movement of foreign vehicles within their jurisdictions. Additionally, the Movimiento Ciudadano party has distanced itself from the initiative, attributing its proposal and approval to the PAN and PRI parties in the state congress.
