Colombia and U.S. sign nuclear and mining energy agreements

Colombia and the United States have signed two memorandums of understanding, known as the ‘Barranquilla Agreements’, focusing on nuclear energy and the mining-energy sector. Signed by U.S. Secretary of State Marco Rubio and Colombian officials, including President Abelardo de la Espriella and Foreign Minister Omar Bula Escobar, the agreements aim to promote energy security, energy transition, industrial competitiveness, and technological innovation.

The nuclear energy agreement seeks to establish a bilateral framework for cooperation, as Colombia considers deploying nuclear energy to advance its energy security. The mining and energy sector agreements focus on critical minerals and rare earth elements.

Colombian opposition leader Senator Iván Cepeda has criticized the deals, calling for greater transparency and public debate regarding the strategic implications of the pacts. While the Colombian Ministry of Mines and Energy clarified that the memorandums are non-binding and do not cede national sovereignty or rights over natural resources, Cepeda expressed concerns regarding foreign economic influence.
