US-Colombia energy and mining agreements

Overview

Colombia and the United States signed two memorandums of understanding in Barranquilla, known as the ‘Barranquilla Agreements’, to enhance cooperation in the nuclear energy and mining-energy sectors.

The nuclear energy agreement establishes a bilateral framework for cooperation as Colombia explores the deployment of nuclear energy to improve energy security. The mining and energy agreements focus on securing supply chains for critical minerals and rare earth elements, such as lithium and nickel. To support these goals, the two governments intend to identify and finance mining and processing projects within six months using private investment, loans, guarantees, and insurance. The cooperation also includes geological mapping and efforts to streamline permitting processes.

The agreements have faced scrutiny. Colombian opposition leader Senator Iván Cepeda called for greater transparency and public debate regarding the strategic implications of the pacts and expressed concerns over foreign economic influence. Additionally, some analysts have raised concerns regarding the potential for an ‘extractivist model’ and the importance of protecting the rights of local communities through prior consultation.

Critics and environmentalists have continued to voice concerns that the non-binding bilateral agreement may prioritize resource exploitation over environmental protection and the rights of local populations. The strategic interest for Washington is linked to securing supply chains in competition with China, particularly as demand for minerals like copper is projected to see significant growth through 2040.
