Colombia: Bill proposes extraordinary powers for President to reorganize ministries
A new legislative proposal has been introduced in the Colombian Congress that seeks to grant President Abelardo de la Espriella extraordinary powers for a six-month period. The initiative, filed by members of the Centro Democrático party including Senator Julia Correa and Representative Juan Caicedo, aims to allow the Executive to reorganize the national public administration.
Under this proposal, the president would have the authority to create, merge, transform, suppress, or liquidate various ministries and state entities. The primary objective is to reduce government operating expenses and increase institutional efficiency by eliminating duplications. Proponents estimate that these measures could result in a permanent saving of approximately 2% of the Gross Domestic Product (GDP), which equates to roughly 42 trillion pesos.
These projected savings are intended to be redirected toward infrastructure, social programs, education, and potential tax reductions. The bill stipulates that any administrative changes made through these extraordinary powers must not result in an increase in the overall operating budget of the National General Budget.
