Spain and Colombia implement new mobility and traffic regulations

Spain is implementing significant traffic reforms through the DGT, effective October 2026. Key changes include a minimum age of 15 for electric scooters, mandatory helmet use, and strict rules for motorcycling footwear, where riding in open sandals can result in a 200 euro fine. Additionally, new regulations for motorhomes will prohibit extending awnings or furniture onto public roads while parked. On highways, the DGT is testing variable speed limit radars in Catalonia to adjust speeds based on weather and traffic conditions.

In urban planning, Barcelona's Metropolitan Area (AMB) has approved changes to the General Metropolitan Plan, removing the requirement to build parking spaces in new social housing to reduce car dependency and lower construction costs. Meanwhile, Galician ports are moving toward decarbonization by installing onshore power supply (OPS) systems to allow ships to turn off engines while docked.

In Colombia, transport and mobility issues persist. In Cali, residents in Altos de La Luisa face intermittent water shortages due to drought. In Medellín, partial road closures are scheduled for Transversal Superior due to maintenance work. Furthermore, discussions are underway regarding a reform to Colombia's National Traffic Code to better regulate electric vehicles, motorcycles, and digital documentation.
