Regional authorities in Spain, Mexico, and Chile continue to implement measures to enhance public safety and mobility.

In Spain, the Real Decreto 518/2026 is set to take effect on October 1, 2026. This regulation introduces mandatory closed footwear and protection gloves for motorcyclists, as well as stricter rules for overtaking cyclists, which require a 1.5-meter lateral distance and a speed reduction of at least 20 km/h. The reform also mandates seatbelt use for professional drivers, such as taxi and freight operators, and establishes an emergency lane protocol during traffic congestion. Furthermore, pedestrians in single-platform zones will be granted priority even in the absence of marked crossings. Recent updates indicate new restrictions near schools and hospitals, while in Seville, cyclists may now choose to use the roadway even where bike lanes exist. Local municipal infrastructure projects, including sanitation and paving works, are also being conducted in Arcos de la Frontera and Utrera.

In Chile, legislative efforts aim to regulate high-speed electric scooters exceeding 25 km/h by requiring a minimum age of 18, a driver’s license, and mandatory micromobility insurance. Additionally, roadwork is underway on Route L-11 between Linares and Colbún to improve safety and connectivity.

In Mexico, enforcement actions are expanding to manage urban density. In Querétaro, authorities are issuing fines for unauthorized passenger boarding near Universidad Cuauhtémoc, and in Ciudad Victoria, officials are penalizing heavy transport vehicles entering urban areas without permits. In Saltillo, eight irregular buildings within the Sierra de Zapalinamé restoration zone have been closed to prevent unplanned urban expansion.
