Colombia infrastructure: Pasto approves mixed-use road and Buenaventura cancels vehicle fees

In Pasto, Colombia, the Ministry of Culture has authorized a mixed-use intervention for Calle 18. Rather than the previously proposed total pedestrianization, the project will allow both vehicular and pedestrian traffic. The project, managed by Empopasto, involves an investment of approximately $5,000 million pesos for the section between Plaza del Carnaval and the La Merced church. Construction is expected to begin after the 2027 Carnival of Blacks and Whites.

In Buenaventura, Colombia, Mayor Ligia del Carmen Córdoba announced that the district will not implement the vehicle circulation charges previously outlined in Decree 0338 of 2026. Following discussions with Transport Minister Elsa Noguera, authorities will instead prioritize infrastructure works to improve port connectivity and repair roads damaged by an earthquake. Efforts are also underway to optimize the Buga-Buenaventura corridor, with nine of twenty-one functional units already unblocked.
