Colombia, Peru push infrastructure investment with reforms and $40bn portfolio

In Colombia, engineer Alberto Mariño Samper, president of Proindesa, urged President Abelardo De la Espriella to reform the National Infrastructure Agency (ANI). He argued that the agency has lost its capacity to manage projects and that responsibilities should not be delegated to interventors. The proposed changes aim to correct institutional and regulatory delays, keep the public‑private partnership model, and accelerate road concession projects that are ready for private investment.

In Peru, the private‑investment promotion agency PROINVERSIÓN, led by executive president Luis Del Carpio, announced a portfolio of 86 projects valued at more than US$40 billion for 2026‑2028. The portfolio covers transport, water and sanitation, health, energy, education, irrigation and logistics. So far, projects worth US$2.455 billion have been awarded, including the US$1.2 billion Torre Trecca development. The agency says the initiative will reduce infrastructure gaps, boost competitiveness and restore confidence among investors.
