Colombia prison system plagued by overcrowding, staff shortfall and corruption

A recent handover report to Colombia's incoming administration details a deepening crisis in the national prison system. Overcrowding reaches 27 % above capacity and an estimated shortage of about 12,000 custodial staff hampers security and inmate care. The audit identified 306 irregularities, ongoing disciplinary cases and numerous investigations into alleged corruption within the Instituto Nacional Penitenciario y Carcelario (INPEC).

Justice Minister Ivan Cancino has pledged a “hard‑hand” reform agenda, including the construction of megaprisons and a comprehensive review of prison conditions. The new government faces urgent pressure to improve infrastructure, staffing and internal controls to restore order and protect both detainees and personnel.
