Prison overcrowding and reform efforts

In late July 2026, two separate governments reported severe strains in their national prison systems.

Colombia’s incoming administration received a hand‑over report highlighting that prisons were operating at 27 % above capacity and were understaffed by roughly 12,000 guards. The audit flagged hundreds of irregularities and ongoing corruption investigations at the Instituto Nacional Penitenciario y Carcelario (INPEC). Justice Minister Iván Cancino pledged an aggressive reform agenda, including the construction of megaprisons and a comprehensive review of conditions and internal controls.

Two days later, Sri Lanka’s Justice and National Integration Minister Harshana Nanayakkara warned that facilities designed for about 10,375 inmates now house roughly four times that number. Over the past five years, more than 1,000 prisoners have died in custody, underscoring chronic overcrowding and inadequate medical care. The government is considering legal amendments, expanding house‑arrest options, and boosting forensic capacity to reduce remand populations, while new facilities such as the Pugoda Court Complex have been opened to alleviate backlogs.

Both countries face mounting pressure to address overcrowding, improve staff levels, and reform prison management to protect detainee health and safety.
