Colombia's President‑elect De la Espriella launches urban security bloc and hardline crackdown

Abelardo de la Espriella, president‑elect of Colombia, will sign on 7 August a decree creating a “Bloque de Defensa para la Seguridad Urbana”. The bloc will coordinate national and local authorities – the mayors of Bogotá, Medellín, Cali, Barranquilla and Bucaramanga – to combat extortion, robberies and homicides in the country’s largest cities.

De la Espriella also announced a hard‑line security offensive against armed groups in the border department of Norte de Santander, naming ELN and FARC dissident fronts as targets and pledging “implacable” actions. During a regional transition meeting in Cúcuta he promised infrastructure projects, permanent gas supply, and direct, intermediary‑free dialogue with governors and mayors.

Opposition senator Iván Cepeda criticised the security plan, called for civil disobedience, and said he will occupy the opposition bench while refusing to recognise De la Espriella’s legitimacy. The president‑elect has also signalled respect for institutional autonomy after meeting the Board of the Banco de la República and indicated a moderated stance toward the Jurisdicción Especial para la Paz (JEP), promising dialogue on its funding without compromising its independence.

These moves aim to shape the narrative of De la Espriella’s forthcoming administration, emphasizing security, institutional respect and direct regional engagement while facing sharp political opposition.
