Colombia: Utility rate hikes in Huila and tax reform progress in Bogotá

In Pitalito, Huila, water and sewage rates will increase following the implementation of Resolution CRA 1032 of 2026. The Empresa de Servicios Públicos Domiciliarios de Pitalito (Empitalito) will apply a general average increase of 15.4%. Specific monthly increases for strata 1, 2, and 3 have been set, while subsidies for consumption up to 13 cubic meters remain in place. This regulatory change also affects other Huila municipalities with more than 5,000 urban subscribers, including Neiva, Garzón, La Plata, Campoalegre, and Palermo.

In Bogotá, a proposed tax reform has passed its first stage in the Finance and Public Credit Commission of the City Council. The project, submitted by the Mayor's Office, aims to increase annual district tax collection by nearly 1.26 trillion COP to modernize urban infrastructure, such as public lighting, and provide relief to debtors. The reform faces political debate, as proposed increases for strata 4, 5, and 6 have raised concerns regarding the financial burden on the middle class and local commerce.
