Colombian Defense Ministry Accused in $32 Million Helicopter Contract Corruption Scheme

Prosecutors in Colombia allege that a criminal agreement was forged between private businessmen and officials of the Ministry of National Defense to channel a multimillion‑dollar contract for the maintenance of the army’s Russian Mi‑17 helicopter fleet. The contract, valued at $32.4 million (approximately 104 billion Colombian pesos), was signed on 31 December 2024.

The accused businessmen are James Lester Montgomerie, president of Vertol Systems Company, and Carlos Martín Uribe, owner of MI Series Personnel & Parts. They are charged with seven offences, including ideological falsity in public documents, undue interest in contract signing, violation of legal requirements, prevarication, abuse of public function, embezzlement, and influence‑peddling. Former vice‑minister Luis Edmundo Suárez is alleged to have coordinated the scheme, directing subordinates to ensure the contract’s award to Vertol.

Investigations trace the first contacts between the businessmen and ministry officials to September 2024, a period that coincided with the United States Army Mission aborting a direct maintenance agreement with Colombia after learning of the ministry’s negotiations with private entities.
