Colombia defense ministry helicopter contract corruption

Overview

Prosecutors in Colombia have launched an investigation into a corruption scheme involving a $32.4 million contract for the maintenance of the army’s Russian Mi-17 helicopter fleet. The contract, signed in late 2024, is alleged to have been secured through a criminal agreement between private businessmen and officials within the Ministry of National Defense.

Initial allegations suggested that former Vice Minister Luis Edmundo Suárez coordinated the scheme to ensure the contract was awarded to Vertol Systems Company and MI Series Personnel & Parts. The investigation noted that these negotiations coincided with the United States Army Mission aborting a direct maintenance agreement with Colombia.

As the case progressed, the Prosecutor General’s Office filed formal charges against Suárez Soto and five other individuals, including former Secretary General Hugo Alejandro Mora Tamaño and former Director of Logistics Herbert Arnulfo Buitrago Galán. Prosecutors allege the procurement process bypassed open competition through direct contracting and loosened requirements to favor a specific foreign company. It is claimed that modifications to the contract allowed for the disbursement of $16 million, or 50% of the total value, despite the contractor allegedly lacking the necessary technical and financial capacity to execute the work.
