Colombian regional contract scandals draw scrutiny over billions in procurements

In the Cauca department, the Secretariat General of the Governor's Office led by Franky Darío Almario has come under public criticism after a payroll list of 290 contractors was revealed, amounting to roughly 11.387 billion Colombian pesos. Critics allege the contracts lack transparency, question the selection criteria, and suggest possible links between some contractors and the Conservative Party, prompting calls for detailed disclosure and oversight by control agencies.

Separately, authorities in Nariño arrested four individuals—Olga Alicia Vásquez Martínez, Diana Marcela Salazar Quelal, Rosa Milena Lagos Medicis and Edgar Alonso Insandará—for allegedly steering at least eight contracts in a regional compensation fund. The contracts, worth about 9.804 billion pesos, were reportedly awarded through simulated bidding processes, inflated costs, and mandatory commissions on advances. Investigations uncovered forensic audit evidence, accounting inspections and intercepted communications that detail the scheme.

Both cases highlight concerns over public procurement practices in Colombia’s regional administrations and have spurred demands for greater transparency and accountability.
