Colombia's JEP Ends Criminal Proceedings for 39 Former Security Forces
The Special Jurisdiction for Peace (JEP) in Colombia resolved the legal status of 39 former members of the Urban Special Forces Group No. 5 who were involved in false‑positive killings between 2004 and 2008 in the Valle de Aburrá region. The JEP’s Definition Chamber concluded that the participants were not top‑level commanders, and after evaluating their contributions to truth and reparations, it terminated criminal prosecution, cleared their criminal records, and lifted outstanding arrest warrants.
The decision covers ten incidents that resulted in 18 victims, whose identities were listed in the ruling. Most of the former officers had not previously faced investigations in the ordinary justice system, but admitted responsibility before the JEP. This resolution is part of a broader JEP effort that has addressed the legal situations of over 900 participants in non‑amnestable crimes across Colombia.
