Colombia's Victims Unit Audit Finds $33 B Fiscal Irregularities
The Contraloría General de la República audited the Unidad para la Atención y Reparación Integral a las Víctimas (UARIV) for the 2025 fiscal year and identified a presumed patrimonial loss of about 33,009 million Colombian pesos. The loss stems from irregularities such as goods delivered without supporting documentation, missing physical inventory and the absence of entries in the agency’s accounting records, including unrecognized donations from the DIAN.
The audit also revealed that the agency executed only roughly 50 % of its allocated budget, leaving a backlog of about 2 trillion pesos. UARIV had an appropriation of 4.436 trillion pesos, with obligations reaching 2.234 trillion pesos. As a result, the Contraloría reported 23 administrative findings, including 18 with possible disciplinary implications, one fiscal incident, and several cases that will be referred to the DIAN or subject to sanction processes.
