CMN expands rural debt renegotiation for climate-affected producers
The National Monetary Council (CMN) has approved new measures to expand debt renegotiation options for Brazilian farmers, ranchers, and cooperatives affected by adverse climate events. This decision aims to correct operational gaps in the previous Resolution CMN 5.330, which caused some eligible producers to lose their status due to tight formalization deadlines or delays in the distribution of equalized balances.
The new rules allow for the inclusion of debts that became delinquent after a 30-day extension period due to formalization failures, as well as recent debts with maturities between August 15 and the date of the new resolution. The deadline for contracting these debt recompositions is November 12.
Additionally, financial institutions are authorized to offer credit lines using free resources for rural debt recomposition when original funds are exhausted. While the measure provides relief, credit approval is not automatic and remains subject to bank risk analysis and reevaluation of guarantees. Agricultural entities have also been pressuring Congress to simplify loss verification and reduce down payment requirements to ensure the effectiveness of these relief measures.
