Overview
Mid‑2026 reforms expanded rural credit and launched a R$10 bn Finep‑managed innovation line offering up to R$30 m per beneficiary at up to 7.12 % interest for precision‑ag equipment and digital platforms. In July, the CMN formalised the line with a five‑year repayment horizon and no grace period. The same month, Resolution 5.330/2026 activated MP 1.376/2026, allowing producers who suffered ≥30 % loss in two harvests (or ≥40 % in three) to refinance debt incurred 2019‑2025. Caps range from R$400 k at 6 % for Pronaf farmers to R$4 m at 12 % for other producers, with eight‑to‑ten‑year terms, a two‑year grace period and a November 12 contracting deadline; officials estimate over R$100 bn could be renegotiated.
By early August, the credit crunch began to affect the agribusiness supply chain: a consultancy identified 313 firms in recovery, with machine wholesalers up 88.9 %, raw‑material traders up 64.7 %, pesticide dealers up 32.4 % and dairy firms up 21.2 %. Legislative proposals (PL 5.122/2023, MP 1.376/2026, PL 3.123/2025 and the “Lei do Agro 3” package) aim to add roughly R$800 bn of credit to the sector.
June 2026 data show rural‑credit delinquency for individual producers at 7.5 % and arrears for agribusiness firms at 0.8 %, a level expected to persist through 2027 and threaten input purchases for the 2026/27 harvest.
