FATF removes Bulgaria, Monaco, Côte d’Ivoire, and DRC from grey list
The Financial Action Task Force (FATF) has officially removed Bulgaria, Monaco, Côte d’Ivoire, and the Democratic Republic of the Congo (DRC) from its grey list of jurisdictions under increased monitoring. The decision was announced following a plenary meeting in Paris on October 30, 2026, after on-site visits confirmed that these nations had successfully completed their required action plans.
Bulgaria, which was placed on the list in 2023 due to strategic weaknesses in combating corruption and money laundering, expects the removal to restore international standing, encourage investment, and facilitate easier cross-border payments. Prime Minister Rumen Radev noted that the exit is a significant step toward joining the OECD.
In Monaco, the removal ends approximately 28 months of monitoring. The principality has strengthened its financial intelligence unit and improved its understanding of money laundering and tax fraud risks. In Côte d’Ivoire and the DRC, the decision is expected to reduce financial friction for banks and investors, though both nations are urged to maintain effective controls and prosecutions to ensure long-term compliance.
