FATF grey list status changes for several nations

Overview

The Financial Action Task Force (FATF) officially removed Bulgaria, Monaco, Côte d’Ivoire, and the Democratic Republic of the Congo (DRC) from its grey list of jurisdictions under increased monitoring. This decision followed a plenary meeting in Paris where on-site visits confirmed these nations had completed required action plans.

In Bulgaria, the removal is viewed as a step toward joining the OECD, while Monaco ends approximately 28 months of monitoring after strengthening its financial intelligence unit. In Côte d’Ivoire and the DRC, the removal is expected to reduce financial friction for investors and banks.

Regarding Côte d’Ivoire, the FATF announced its removal on October 30, 2026, following two years of reforms aimed at strengthening systems against money laundering and terrorist financing. The FATF stated the country successfully completed its action plan, with an on-site evaluation confirming progress in financial investigations, improved oversight of financial institutions, and enhanced international cooperation. The Ivorian government, led by President Alassane Ouattara, characterized the decision as international recognition of its reform policies. Officials noted the removal serves as a call to maintain reform momentum in collaboration with the Intergovernmental Group on Action against Money Laundering in West Africa (GIABA).

Despite the regulatory milestone, Côte d’Ivoire has faced reports of a corruption scandal within its Economic and Financial Criminal Division (PPEF). Allegations include a network allegedly trading convictions and releases, with investigators reportedly identifying bank accounts in Dubai, Geneva, and Mauritius. Justice Minister Jean Sansan Kambilé has refuted these claims as baseless.
