Peru and Ecuador declare emergencies amid El Niño threat

South American nations Peru and Ecuador are implementing emergency measures to prepare for the El Niño phenomenon. In Peru, the government has declared a 60-day state of emergency across 893 districts in 23 regions to facilitate urgent mitigation works. This response follows projections from the Enfen agency, which estimates a 70% probability of an extraordinary El Niño event occurring between late 2026 and early 2027.

In Ecuador, President Daniel Noboa has signed Executive Decree 485, designating El Niño response as a national priority. This decree follows a red alert issued by the National Risk Management Secretariat and mandates coordination among nine ministries to manage prevention, response, and recovery. Local authorities, such as the Chimborazo Provincial Government and the Municipality of Otavalo, have already begun deploying machinery and implementing drainage cleaning plans.

Infrastructure and water security are central to these efforts. The Municipality of Lima is cleaning the Chilca River to prevent flooding, while Epmaps in Quito is monitoring water sources and treatment plants to ensure a stable supply for its three million residents during potential climate shifts.
