Council for Transparency reveals public institution performance

The Council for Transparency (CPLT) released the results of its Census of Transparency System Functioning, an inaugural study examining how public institutions organize themselves to comply with transparency laws. The study, conducted between July and November 2025, surveyed 1,110 public institutions, receiving 955 valid responses.

The data indicates that institutions with at least one professional on their transparency teams respond to information requests in a median of 16 business days, compared to 17.9 days for those without professionals. Furthermore, organizations with dedicated professionals achieved an average of 74.8 points in active transparency, whereas those without professionals averaged 69.3 points.

The study also noted differences in legal appeals (amparos) brought before the Council. Among institutions with professional transparency teams, 29.4% of appeals were rejected, compared to an 18.9% rejection rate for institutions lacking professional staff.
