Chilean Council for Transparency institutional initiatives

Overview

The Council for Transparency (CPLT) has focused on evaluating and improving the functioning of public institutions regarding information access and accountability.

An inaugural study, the Census of Transparency System Functioning, analyzed how institutions comply with transparency laws. The findings indicated that organizations with dedicated transparency professionals respond to requests faster and achieve higher scores in active transparency compared to those without professional staff. The study also noted variations in the rejection rates of legal appeals between these two types of institutions.

Following these assessments, the CPLT launched the ‘Transparency from Day One’ plan in Chile. This initiative provides training for new government officials, including ministers and subsecretaries, to ensure they understand legal obligations regarding public resource usage, the Transparency Portal, and citizen request procedures. The training also covers sanctions for non-compliance and the transparency of automated decision-making systems.
