Cremona activists propose shifting building rights to reduce soil consumption

Environmental activists and community members have submitted a proposal to the Mayor and City Council of Cremona to alter urban development plans for the Cardaminopsis area in Picenengo. The proposal suggests using land equalization tools to transfer building rights from the Picenengo site to the disused former food supply area (ex area annonaria) located behind the Zini stadium.

The initiative aims to prevent further soil consumption and the proliferation of supermarkets in the periphery while revitalizing underutilized urban spaces. Proponents, including representatives from Gruppo Salviamo il Paesaggio and Attac Italia, argue that the current plan for a Tosano supermarket in Picenengo risks unproductive investment and excessive cementification. By shifting development to the city center, they suggest the city can balance commercial needs with the preservation of green spaces.
