The proposal advocates for using land equalization tools to transfer building rights from peripheral sites to disused urban areas, such as the former food supply area behind the Zini stadium. This move aims to prevent further soil consumption and the proliferation of supermarkets in green spaces by revitalizing underutilized city center locations.
