Germany intensifies focus on critical infrastructure security

German energy and telecommunications sectors are calling for increased political support and clearer responsibilities to protect critical infrastructure against rising hybrid threats. Vattenfall Germany head Robert Zurawski highlighted the changing threat landscape in the North and Baltic Seas, noting increased risks to offshore energy sites following the invasion of Ukraine. He emphasized that while companies are investing in IT and site security, the state must play a more active role in defining jurisdictional boundaries.

Simultaneously, concerns regarding drone-based sabotage are mounting. A survey by Droniq and the Federal Association for the Protection of Critical Infrastructures (BSKI) revealed that while over 54% of participants reported unauthorized drone flights, nearly half of the affected organizations have yet to implement detection measures. In response to these vulnerabilities, Deutsche Telekom has demonstrated a new drone detection system that uses passive radio frequency sensors to locate drones and pilots without interfering with network operations.

At the regional level, North Rhine-Westphalia Finance Minister Marcus Optendrenk has proposed significant investments in security for the 2027 state budget. The plan includes 7.1 billion euros for internal security to combat cyberattacks, power grid sabotage, and hybrid threats at airports.
