In the energy sector, Robert Zurawski of Vattenfall Germany has highlighted rising risks to offshore energy sites in the North and Baltic Seas. Tennet Germany, the country’s largest power grid operator, has joined calls for enhanced cooperation with security authorities. Kathrin Günther, Chief Transformation Officer at Tennet, emphasized the need for faster reporting chains and unified national regulations for drone defense to prevent a patchwork of state-level laws. She also advocated for relaxed data protection rules to permit more extensive camera surveillance of facility perimeters.

Beyond drones, concerns regarding hybrid threats persist. Critics have warned that federal support for Russian involvement via Rosatom in a fuel element factory in Lingen could facilitate espionage, sabotage, or the smuggling of explosives. To address these mounting threats, regional leaders like North Rhine-Westphalia Finance Minister Marcus Optendrenk have proposed significant investments, including 7.1 billion euros for the 2027 state budget to combat cyberattacks and power grid sabotage.
